It is called bio luminescence and a Chinese scientist has found a way to mimic a synthetic form of its protein that is responsible for the jellyfish to emit light. How Does It Work

This type of ice cream glows when you lick it because our mouth, specifically the tongue has a natural pH level that increases to a higher level that reacts to the calcium activated protein incorporated to the ice cream causing it to glow.
